We find out that Mildred is using the huge boards to call out the Ebbing Missouri Police Department, who have let her daughter’s unsolved murder case fall through the cracks. Mildred’s billboards cause controversy in her small town, with Police chief Willoughby (Woody Harrelson) and others wanting her to take them down. Sticking to her guns, Mildred fights off anyone who crosses her, as she confronts the authorities to gain justice for her daughter.
