Samastha Keralam P.O. has a little village named Thonnurkara as the backdrop. Prabhakaran is a member of the village Panchayath. Prabhakaran always thinks of the welfare of the public and is as vociferous against the ruling party as he is against the opposition when he sees injustice being done.

He has a mind of his own and does not kowtow before the powers that be. This irks members of both the ruling party as well as the opposition, who all have vested interests. They join hands to fight against Prabhakaran.
