Years ago, FBI agent Joel Hudson (Jake Thomas) lost his brother Mac in a mission to capture an underground military leader named Jean-Luc Espan (Troy Herndon). Now Espan has escaped prison to lead an even larger following than before, and Joel, alongside his loyal partner Pete Murphy (Tommy Gilsdorf), have to defy their own agency to hunt him down.

As the clues come together, Joel is quickly finding out that Espan is not the worst of his enemies.
